Several years ago, the Coconino County Planning and Zoning Commission made a determination that the use of off-highway vehicles is not permitted on private property unless a conditional use permit is approved. This is due to the noise and dust that such vehicles can create. In May 2003, the zoning ordinance was amended to add a definition of off-highway vehicles and off-highway vehicle facilities. Those definitions are as follows:

  • Off-highway vehicle (OHV) refers to any motorized vehicle designed for use off paved roadways, and includes motorcycles, motorbikes, three-wheelers, quads, four-wheel-drive vehicles, snowmobiles, go-carts, sand rails, and any similar vehicle.
  • Off-highway vehicle facility refers to a track or other constructed facility, generally with berms, hills, banked turns and other grading, but possibly created by simply driving over an area to create a track over which vehicles would traverse repetitively for recreational purposes. The facility may be for either personal or commercial use.
