David W. Rozema - County Attorney
CCAO_Individual_David-Cropped-Small.png  David Rozema was elected as Coconino County Attorney on November 1, 2008, and he took office on January 6, 2009. Previously, Mr. Rozema served as Chief Deputy for the office from 1996-2008.

Mr. Rozema is a strong advocate for collaborating with the community on prevention efforts and other types of community service. He has served Coconino County in many capacities over twenty years, including Big Brothers Big Sisters, United Way, Flagstaff Leadership Program, Citizens Against Substance Abuse and the Western Navajo-Hopi Meth Task Force.
Mr. Rozema received a Bachelors Degree in Social Work (Outstanding Graduate) from Arizona State University in 1983, where he also graduated from the College of Law in 1986. He is Past President of the Coconino County Bar Association and is also a licensed attorney with the Navajo Nation, where he previously served as an elected Commissioner with the Navajo Nation Bar Association.

Mr. Rozema has lived in Arizona for forty-five years. He and his wife Linda moved to Flagstaff in 1988 where they have raised their four daughters.

Jane Nicoletti-Jones - Chief Deputy
 CCAO_Individual_JaneCropped-Small.png Jane Nicoletti-Jones has 24 years courtroom experience in both the civil and criminal practice. 
She hold a B.S. in Economics ( summa cum laude 1980) from the ASU College of Arts and Sciences 
and a Juris Doctor ( magna cum laude 1984) from the ASU College of Law. She holds an M.Ed in 
Secondary Education from NAU (2004). She is licensed to practice in both the state and federal courts 
in Arizona. She has served as adjunct faculty for the Scottsdale Community College 
Business Institute. She has volunteered her time as adjunct faculty for the ASU College of Law, 
assisting in the presentation of trial practice and evidence seminar classes.
Ms. Nicoletti-Jones practiced for ten years as a Deputy County Attorney in Maricopa County where her responsibilities ranged from prosecution of street crime to complex fraud and white collar matters to organized crime and drug conspiracy work. She also served as a trial group supervisor and assisted in drafting a policy and procedure manual. In civil practice, while engaged with the firm of Graham and Associates, Ms. Nicoletti-Jones represented the City of Phoenix, the City of Scottsdale and the Maricopa County Flood Control District in all phases of condemnation litigation as well as zoning and relocation matters. 
Ms. Nicoletti-Jones joined the Coconino County Attorney’s Office in February 2007, after coming to her senses and getting out of the Valley heat. She managed the charging process for the felony cases from 2008 to 2016, engaging with County-wide police agencies in that regard and administering the County Grand Jury proceedings.  Ms. Nicoletti-Jones was appointed on September 30, 2016 to serve as the Chief Deputy Attorney for Coconino County.

William P. Ring - Senior Civil Deputy
 CCAO_Individual_Bill-small.png  As Senior Civil Attorney William P. Ring manages the delivery of civil legal services to Coconino County, its elected officials, and appointed Department directors. Mr. Ring has been practicing law since 1989 in Flagstaff, Arizona and until 2001, in the County Attorney’s civil division. For an additional eleven years Mr. Ring maintained a private practice of law in real estate zoning and development, managing some of the most important and complex real estate entitlement projects in Northern Arizona. He is admitted to practice law in Arizona and in the Federal District  Court and Ninth Circuit Court of Appeals.
Mr. Ring is a graduate of the University of Rochester with degrees in Religious Studies (B.A., 1983), and Master of Science in Education (M.S. Ed., 1985). He is a graduate of the University of Arizona Rogers College of Law (1989). He has been active in a variety of civic leadership groups including the Coconino County Bar Association (past President) and past Board Member of the Flagstaff Chamber of Commerce, Northern Arizona Builders Association, Citizens Advisory Committee on Regional Planning, and Coconino County Sustainable Economic Development Initiative. He has chaired sub-committees on community economic development and for nine years taught Land Use Law at Northern Arizona University. He is a graduate of the Flinn-Brown Foundation’s Civic Leadership Academy and will continue to provide leadership skills and qualities through the Coconino County Attorneys Office.
