Coconino County Superior Court, Division Three, Judge Mark R. Moran received
his Bachelor of Arts in Education Degree from Arizona State University in 1979
with a major in History and a minor in Political Science.

Judge Moran received his Juris Doctorate degree from the University of New Hampshire Law School formerly known as the Franklin Pierce Law Center in
1984.  Judge Moran was admitted to the practice of law in Arizona in 1985.

From 1984-1985 Judge Moran served as a bailiff to Maricopa County Superior
Court Judge Barry Silverman.  Judge Moran also served as an Assistant City Attorney for the City of Phoenix from 1985-1986.  He then moved to Flagstaff
and joined the law firm of Aspey, Watkins and Diesel where he worked as an associate in the area of criminal defense.

In 1988 he joined the City of Flagstaff as an Assistant City Attorney
prosecuting misdemeanor cases. 

Four years later, he left the City and began a partnership with Erika Arlington i.e. the Law Firm of Arlington & Moran.  His practice was comprised of criminal
defense, contracts, bankruptcy, juvenile law, dependencies and an occasional domestic relations matter.   

In 1995 he was appointed by the city as a magistrate in Flagstaff Municipal
Court.  He served as the Presiding Magistrate for the Flagstaff Municipal Court
from 1995 to 2002.  During his administration of the City Court, he worked with
the Arizona Supreme Court Administrative Office of the Courts to organize the
City Court.   In 1999 Judge Moran was honored by the Governor’s Commission
on Violence Against Women for outstanding leadership and commitment. 

Judge Moran was appointed Judge Pro Tem of the Coconino County Superior
Court in 2002.  He was elected Superior Court Judge of Division Three in 2004, succeeding the Honorable H. Jeffrey Coker.  He was re-elected in 2008 and
2012. He was appointed the Presiding Judge in 2010.  Judge Moran presided
over the DUI/Drug Court program from 2002 to 2011.  In 2007 Judge Moran
was honored by the Arizona Association of Drug Court Professionals with the
Drug Court Hall of Fame Award for his service to the Drug Courts. 

He was a member and former chair of the Committee on the Impact of
Domestic Violence and the Courts from 1998 to 2007.  Judge Moran chaired
the Criminal Benchbook Workgroup that wrote the Domestic Violence Criminal Benchbook published in 2004.  He served on the Judicial College and Planning Committee for the judicial conference in 1999 and also in the mentor program
for new judges from 1996-1999.

Judge Moran was appointed to and served on the following committees: 
Member of the Arizona Supreme Court “Criminal Rules Task Force, 2015-present; Member of the Arizona Supreme Court “Civil Rules Task Force”, 2014-present; Member of the “Access to Justice Family Law Workgroup”, 2014-present;
Member Arizona Supreme Court “Committee on Judicial Education and Training” [COJET], 2014-present;
Member Judicial Ethics Advisory Committee, 2012-present;
Member Steering Committee on Arizona Case Processing Standards, 2013-present; Member and former chair of CIDVC (the Committee on the Impact of Domestic Violence and the Courts), 1998-2007. 
Chaired the Criminal Benchbook Workgroup that wrote the Domestic Violence Criminal Benchbook published in 2004

Judge Moran has taught classes on domestic violence, orders of protection,
Rule 8 and DUI law at various courts and sponsored seminars across the state. 
He has also taught as an adjunct professor at Northern Arizona University in
the areas of criminal law, criminal procedures and domestic violence.  Judge
Moran has helped organize the Annual Law Day activities and assisted local
high schools in their preparation for Mock Trial competitions.

Judge Moran is married with two children.  He has resided in Coconino County
since 1986 and has been active in Big Brothers/Big Sisters.  Judge Moran was honored as the Big Brother of the Year for Flagstaff in 2006.
