Campaign Finance

It is unlawful for a candidate to start campaign activities before filing a $500 Threshold Exemption Statement or a Statement of Organization with the County Elections Department. State law requires that new Statements of Organization be filed before each election; even if the current committee from a previous candidacy is still open (A.R.S. 16-903). Also, any change of committee information, such as new officers, must be reported to the filing officer at the Coconino County Elections Office within 5 business days. These changes are reported by filing an amended Statement of Organization.

 

Candidate Contributions and Committee Information

$500 Threshold Exemption Statement  (A.R.S. 16-903) This fillable form will be used if you intend to receive or spend less than $500. If filed, no campaign finance reporting is required. However, within 5 business days of surpassing $500, the candidate or committee MUST FILE a Statement of Organization and campaign finance reporting is required.

Statement of Organization (A.R.S. 16-903) This fillable form will be used if you intend to receive or spend more than $500 and campaign finance reporting is required.

Each committee that files a Statement of Organization - must actively file campaign finance reports six times a year (campaign finance reporting dates) for each committee. Select the report that best reflects the status of your political or candidate committee.

  • Campaign Finance Report Coversheet & Detailed Summary Page of Receipts and Disbursements - If NOT using the No Activity Statement, these two pages are mandatory and must be completed for every reporting period.

    Only complete the Schedules that apply to your committees. If multiple pages for a given Schedule are necessary, save the form with the completed information and then hit the red RESET button at the bottom of the page. Input the second page of information and then save again.

    Schedule A - Contributions more than $50 from individuals (Schedule A), Contributions of $50 or less - Aggregate Total (Schedule A-1)

    Schedule B - Contributions from Political Committees

    Schedule C - Candidate Loans (Schedule C), Other Loans (Schedule C-1)

    Schedule D - Expenditures for Operating Expenses (Schedule D), Independent Expenditures (Schedule D-1), Loans Made by Reporting Committee (Schedule D-2), Offsets to Operating Expenses (Schedule D-3), Repayment of Candidate Loans (Schedule D-4), Repayment of Other Loans (Schedule D-5), Transfers to Other Political Committees (Schedule D-6), Any Other Disbursement (Schedule D-7)

  • Period No Activity Report  – (A.R.S. 16-913(d)) In the event your committee receives no contributions or makes no expenditures, this form may be filed in lieu of the Campaign Finance Report..
  • Termination Statement  (A.R.S. 16-914) This form will close out an active political committee, and must be filed with a campaign finance report, with a balance of zero. This form may also be used to transfer funds to a subsequent election committee. This form will terminate a $500 Threshold committee and is to be filed within 90 days after the election for which it was formed. Failure to terminate will result in a $100 penalty fee.
