The process to create a District is governed by Arizona Revised Statute (ARS) Title 48, Chapter 6 which must be followed to the letter of the law. More importantly, please remember that this process is citizen driven. Property owners are encouraged to talk with their neighbors to determine the level of support for a proposed road district. Please remember that County staff is available to provide advice and direction to citizens interested in the formation of a road improvement or road maintenance district as well as to provide the current status of active districts. County residents are encouraged to contact the County’s Director of Special Initiatives at 928-779-6576 or 928-779-6553 for more detailed information, to obtain the required documents or to answer general questions concerning road improvement districts.
