The Coconino County Emergency Operations Plan (EOP) is an all-hazards plan addressing the county’s threat and hazard environment, including natural, technological, and human-caused emergencies or disasters. The EOP is written to support the Coconino County Emergency Management (CCEM) department’s mission to provide “a safer future through effective partnerships committed to saving lives, protecting property, reducing the impact of disasters, and providing effective planning for special events.”

The EOP is designed as a high tier Whole Community document identifying county department and partner entity roles and responsibilities during an emergency or disaster. Operational level details are left to the appropriate department procedure documents.
