Justice 2040 Strategic Planning Conference

In September 2021, the Courts in Coconino County sponsored an all-day strategic planning forum. This forum was the first time the Courts conducted this event in a hybrid setting, due to the COVID-19 pandemic, where attendees were able to participate in person or virtually.
The Courts in Coconino County have a long history of strategic planning. Since its inception in 2000, the strategic plans have provided a vision and direction for our courts. Over the years, many of the initiatives and stakeholder recommendations have been implemented. The courts recently navigated some of the most significant changes due to the COVID-19 pandemic while still providing access to justice to our community.
As we begin to emerge from the pandemic, we recognize that the global landscape has changed. During the strategic planning forum, the vision for the Courts was reassessed by the Management Team along with the development of a new mission and values statement to better reflect our reality today. While the pandemic is certainly driving changes to our justice system it is not the only issue impacting our justice system. Public trust, complex cases, court customer needs, changing demographics, the proliferation of technology, scarce resources, and outdated facilities, all require us to be strategic, think differently, build upon what we have learned to leverage opportunities.
Together, we can build a better future for our justice system in Coconino County.

COURTS IN COCONINO COUNTY
On November 5, 2015, the Courts in Coconino County sponsored the Justice 2035 Strategic Planning Forum. The Courts hosted law enforcement officials, attorneys, judges, educators, court staff, city council members, religious leaders, members of the public to participate in the development of the courts’ vision, goals, and strategic plan. The forum’s findings assist the Courts’ Management Team in updating their Long Term Strategic Plan in addition to creating and implementing a Short Term Strategic Plan for the future of the Courts in Coconino County for the next five years. The forum was a follow-up to previous strategic planning forums conducted in 2000, 2005, and 2010 which set forth the courts’ mission, vision, and goals.
This was the largest Strategic Planning Event to date, with a total of 128 stakeholders in attendance, leading to the creation of some great ideas for the advancement of court services in Coconino County.

COCONINO COUNTY COURTS
On November 4, 2010, the Coconino County Courts sponsored their third Court-Community Strategic Planning Retreat at the High County Conference Center in Flagstaff, Arizona. There were 124 stakeholders who attended the retreat. Those in attendance included citizens, judges, members of the Flagstaff City Council and Coconino County Board of Supervisors, court staff, City and County staff, attorneys, law enforcement, educational leaders, and social service organizations.
The purpose of this event was to assist the Courts’ Management Team in updating their Long Range Strategic Plan as well as aid in creating and implementing a short-term plan for the future of the Coconino County Courts.
The Retreat was a follow-up to previous strategic planning processes conducted in 2000 and 2005, which set forth the Courts’ mission, vision, values and identified five strategic performance areas/goals. With the Retreats findings, the Courts’ Management Team has been able to gain thoughtful insight and many new ideas to help improve the judicial services in the community.

COCONINO COUNTY COURTS
The Coconino County Courts sponsored a Court-Community Strategic Planning Retreat on November 3, 2005 in Flagstaff, Arizona. The purpose of the Retreat was to gather information from attendees that will help the Coconino County Courts update their Long-Range Strategic Plan and ultimately, develop a short-term strategic action agenda for improving justice services.
Approximately 120 community leaders, justice system partners, high school students, college students, elected officials, professors, judges, and court staff participated in the Retreat. The Retreat, which was facilitated by Dr. Brenda Wagenknecht-Ivey of PRAXIS Consulting, Inc., of Denver, Colorado, achieved the following outcomes:
1. Community leaders, justice system partners, and stakeholders identified their expectations of the Courts and assessed how well they believe the Courts are meeting their expectations; and
2. Retreat participants developed a list of suggested and prioritized strategic initiatives/projects for improving justice services in the future.
This Retreat is a follow-up to the initial strategic planning process conducted in 1999 and early 2000, which set forth the Courts’ mission, vision, and values and identified five strategic performance areas/goals. Approximately 50 of the attendees at the 2005 Retreat also participated in the 1999/2000 retreats and meetings.
The purpose and intended outcomes of the Retreat were accomplished. The Courts’ Management Team will use the information gathered at the Retreat to revise the Coconino Courts’ Long-Range Strategic Plan and establish shorter-term priorities to improve justice services. Now that the planning process is over, implementation will begin.
The Management Team will be responsible for plan implementation, including guiding the screening/selection process, shepherding priority strategies through the budgetary process, and maintaining liaisons with other justice stakeholders and partners involved in Strategic Plan implementation.
The Management Team will also be responsible for monitoring the progress of the Strategic Plan and planning the next cycle of Strategic Plan updating and implementation. The Courts are committed to following through on their Strategic Plan and will keep justice system partners, community leaders, and other stakeholders abreast of their progress.
The Justice 2025 Strategic Plan will lay out strategies and actions that will help move the Coconino County Courts in the direction of their long-range vision, year- by- year, step- by- step. The strategic plan will have a five-plus year timeframe and will be organized into five focus areas: Information and Technology, Structure and Administration, Quality and Access to Justice, Community Outreach and Partnerships, and Facilities and Operations. It will include strategies or strategic initiatives intended to help achieve one or more of the goals, and for each strategy, a number of related actions and corresponding action plan elements for its implementation. For each action, the plan will address a number of more “quantitative” elements, including: (1) Costs/Resources (How much will it cost to implement?) (2) Sources (Who are potential sources of funding or other resources?); and (3) Implementation Timeline (What is the proposed timeline for implementation of this action?). All of the above components of the Strategic Plan will help ensure that the Strategic Plan is implemented and assist the Management Team in the implementation process of the strategies or strategic initiatives.
