What are the qualifications to register to vote?

Every resident of the state is qualified to register to vote if the person:
•is a citizen of the United States,
•will be 18 years of age on or before the next general election,
•has not been convicted of a felony, unless civil rights have been restored, and
•has not been adjudicated an incapacitated person

For a first-time felony conviction, civil rights are automatically restored upon completion of a person's sentence and payment of any fines and restitution.
